Serasa Beach

The newly revamped Pantai Serasa was officiated by His Royal Crown Prince on 18th March 2014. The beach was re-designed with a shift of vehicular access to the west side stretch of the spit, providing a greater entended width for the usage of the beach and green area for visitors. The beach is still popular for water sport activities, fishing, family gathering especially during the weekend and sunset watching.

Pembangunan Semula Pantai Serasa telah dirasmikan oleh Duli Pengiran Muda Mahkota pada 18hb Mac 2014. Pantai ini telah direka semula dengan peralihan akses kenderaan ke tepi barat untuk memberi laluan bagi melebarkan kawasan khas bagi penggunaan pantai dan kawasan kehijauan. Pantai ini terkenal dengan aktiviti sukan air, memancing, perhimpunan keluarga dan pemerhatian suasana matahari terbenam terutamanya pada hujung minggu.

Application for the use of Football Field and Futsal Court is open to public in two ways:

(1)
Each applicant must first download the Application Form For the Use of Football Field and Futsal Court and then fill in the form. In the form itself, applicant is required to select and identify the facilities either Football Field or Futsal Court. Kindly noted that any usage of the facilities will require applicants to pay rental fee.

Permit for Ozone Depleting Substances

​​​​​​​​​​APPLICATION FOR IMPORT AND EXPORT PERMIT OF OZONE DEPLETING SUBSTANCES

The import and export of Ozone Depleting Substances (ODS) is regulated under the Customs Order 2006, which designates that only the importer/exporter, registered under the Department of Environment, Parks and Recreation (DEPR) and has an approved Application Permit (AP) issued by DEPR is allowed to import / export ODS in accordance with the quantity specified in the AP.

 
APPLICATION OF PERMIT

For every consignment or shipment of ODSs, a registered importer / exporter needs to apply for the AP from DEPR prior to placing any orders with their exporter or importers.
 
PROCEDURES

1. Importers and exporters of ODS must first register with the DEPR. Application form for registration as supplier / importer / exporter of controlled substances (Application Form 1)

2. Once registered, importers and exporters can apply for a permit using the Application form to import controlled substance under the Montreal Protocol (Application Form 2).

3. To get an approval on the AP, importers and exporters are required to provide DEPR with:

a) Proof that they have already imported HCFCs from a previous import license.
b) A distribution list of HCFC imported under the previous shipment comprising the information of the 
     name of the customers, quantity sold and running number of HCFC containers.
c) The material Safety Data Sheet of the imported gases.
d) Summary of importing and reporting information.

Prior to the approval of the AP for each shipment, DEPR will determine if the requested quantity would not cause the accumulative quantity to exceed the quota allocated to importers.
 
DEPR will utilize the Informal Prior Inform Consent (iPIC) and bilateral communication with relevant authorities of the exporting countries, to reconfirm on the registration of the exporting companies.  Once the confirmation has been received, the AP will be issued to the local importers.
 
The AP issued carries a validity of either three (3) months after issuance or 31 December of the year the AP is issued, whichever occurs first.

Environment Consultancy and Services

The Department of Environment, Parks and Recreation is pleased to inform that the formal registration for Environment Consultants under the Ministry of Development is now opened.

 

Pursuant to that, the Department would like to advise all environment consultants to formally register with the Ministry of Development to enable the companies to partake in environment-related works, particularly in preparing an Environmental Impact Assessment (EIA) and Environmental Management and Monitoring Plan (EMMP) for Prescribed Activities.

 

Requirements/Criteria for Consultant Firms to be registered under the Ministry of Development are as follows:

 Owner / Partner:

  • Must possess a YELLOW or RED identification card;
  • For partner(s), one of the Directors must possess a YELLOW identification card;
  • Have a background in Science, Technology or Engineering.
  • Have at least SEVEN (7) years of experience in environmental management and is active in Environmental Impact Assessment works for at least FIVE (5) years.

Firm:

  • Registered with "Registration of Companies" (ROC);
  • Own a permanent office in Brunei;
  • Have a team with the necessary expertise to prepare EIA and EMMP for various projects;
  • Able to provide continuous professional service(s).

No Plastic Bag Weekend

NO PLASTIC BAG WEEKEND

Solid waste management is one of the environmental issues in Brunei Darussalam. According to a survey conducted by the Department of Environment, Parks and Recreation in 2005, the total amount of solid waste generated reaches to about 189,000 tonnes per year. This means that every individual generate about 1.4kg of solid waste per day in which it is one of the highest in the region. From the total amount of solid waste generated, 16% is made up of plastic waste and it is largely comprise of plastic bags.

Plastic bags, better known in this country as 'Beg kerisik-kerisik' or 'Kantung kuyas-kuyas' has long been used as a convenience when shopping. Plastic bags are readily available as they are provided for free in every shops and department stores.

However, despite it's convenience, the nature of plastic bags of being durable and not being rot easily is a problem for the environment. Plastic bags take a long time to decompose and is estimated to take more than 1,000 years. In the process of decay, plastic bags also produce toxic substances that can contaminate soil and water resources in which can affects crops, plants, animals and etc. Apart from the issues of indiscrimate disposal of plastic bags, plastic bags palso oses threat to marine life and can cause death. Plastic bags that are washed away into the sea or the ocean are often mistaken for jellyfish or food for marine predators. In addition to that, plastic bags can cause drains to be clogged that may lead to flooding and also stagnant water with potential of disease outbreak such as malaria and etc.

Globally, it is estimated that 1 trillion of plastic bags are used every year. In other statistics, Taiwan uses 20 billion plastic bags per year (900 per person), Japan uses 300 billion plastic bags annually (100 each) and Australia use 6.9 billion plastic bags each year (326 plastic bags per person).

In Brunei Darussalam, through a survey conducted by the Department of Environment, Parks and Recreation in 2011 for two weekends, it is found that the use of plastic bags for one supermarket is from 3000 – 8000 bags. Of this amount, every supermarket will use 144.000 to 393.600 plastic bags each year, which it is just an estimated amount on weekends only. How about for those shopping on a week days? Milimewah Department store reported that the use of plastic bags is about 6 million a year. By estimation, if 3000 – 8000 plastic bags are used every day by every department store in the country, then  20 department stores will be using 22 - 60 million in a year.

The use of reusable bags was promoted in 2008 during the commemoration of World Environment Day by the Minister of Development. The event was launched with the collaboration of the Giant Megamall at the premise itself. On the day, reusable bags were distributed for free to shoppers. The staff of Department of Environment, Parks and Recreation were also present to give advice to shoppers on the use of the reusable bags. Following the launch, more bags were distributed to several major shopping centres such as Hua Ho Department Store, Supasave, Utama Grand, Jaya Hypermart. Not only in Brunei Muara District, the exercise was extended to all the districts. Free reusable bags were also distributed during Ramadhan at two of the major food market.

From the introduction of reusable bags,  the 'No Plastic Bag Weekend' was launched to raise public awareness on the use of reusable bags. It was officially launched by the Minister of Development on 26th March 2011. The 'No Plastic Bag Day' is carried out in phases in which as a kickstart, it will be held every saturday and sunday of the week. Given the encouraging and positive response from the public, on the 16th February 2012,  the initiative has been extended to include a Friday to make three days of no plastic bags. In conclusion, it is expected that this initiative can achieve the target of the government towards improving the level of recycling in this country to 10% in 2015 and 15% in 2020.

Brunei Environmental Youth Envoys ( Brunei EYEs) was first established in 2009 by the Department of Environment, Parks and Recreation (Ministry of Development) in collaboration with the Ministry of Education via Centre for Science, Technology and Environment Partnership (STEP Centre)

Aim

•To enable and empower youth advocates of Brunei Darussalam on environmental issues and to increase awareness on environmental protection

•To nurture and build a network of youths to be youth role model and change agents in leading their peers and community towards environmental ownership and sustainability

Mission

•To increase awareness by youth and their communities as to gain potential contribution through voluntary actions (volunteerism)

•To organise and participate in any activities that enhances sustainability in environmental protection

•To ensure youth involvement for a clean society's environment, moving towards Brunei Vision 2035




No Styrofoam

REDUCING THE USE OF STYROFOAM CONTAINERS

The Ministry of Development through the Department of Environment, Parks and Recreation (JASTRe) has launched a campaign in conjunction with World Environment Day 2013 celebration to reduce the use of styrofoam containers in Brunei Darussalam to lessen the amount of solid waste, while at the same time, reducing the risk of potential health hazards that may come from styrofoam products.

As an initial stage of the campaign, JASTRe has advised schools in the country to reduce the use of styrofoam containers in their respective canteens.

There are three schools namely Sekolah Menengah Sayyidina Hasan, Maktab Duli Pengiran Muda Al-Muhtadee Billah and Pusat Tingkatan Enam Katok that have been successful in encouraging people to make use of reusable containers and turning away from those made from styrofoam.

Styrofoam is a trade name for polystyrene, which is made of petrol – a non-renewable resource. According to the Environmental Protection Agency (EPA) in 1986, the production process of polystyrene is the fifth largest hazardous waste producer. Styrofoam is a material that does not decompose easily and is resistant to photolysis, a process of decomposition by the action of light. It will take more than 500 years to decay.

Producing styrofoam leads to about 57 types of toxic materials that not only pollute the air but it also produce solid waste and sewage sludge that needs to be properly disposed. Styrofoam manufacturing uses 'hydrofluorocarbons' (HFCs) which negatively affects the ozone layer and global warming. HFCs are less detrimental to the ozone than CFCs, which they replaced in the manufacturing of Styrofoam, but it is thought that the impact of HFCs on global warming is much more serious. Due to the lightweight structure that causes the styrofoam to easily drift to sea, rivers and irrigation, they are classified as 'marine debris' by many countries in the world.


Brunei Eco-Clubs

The Eco-Clubs was first established in 2006 by the Department of Environment, Parks and Recreation (Ministry of Development).

A Memorandum of Understanding (MoU) was signed between ButraHeidelbergCement Sdn Bhd (BHC) and the Department of Environment, Parks and Recreation (JASTRE), which sees them teaming up to support clubs that organise environmental activities to promote and the environment in their respective schools. 

This initiative is also in line with BHC global policy of sustainability that emphasises on environmental preservation.

The Eco Clubs have successfully implemented several activities that leads to environmental protection and stewardship whilst at the same time making positive changes to the students and the school community. The establishment of the Eco Clubs are more focused on the educational institution in Brunei Darussalam.

Aims:

  • Initial exposure in empowering the students to inculcate their love and care for the environment
  • To train and teach students about best environmental practices that will lead to asustainable lifestyle.
  • Provide the platform and venue for students to put their act together and initiate steps that they can take to create a positive change to reshape how our youth think, use and manage their environmental resources
